Parliament approves the enactment of Schedule 3 of the FWMA

At the beginning of July 2022 George Eustace, the current Secretary of State for Environment, Food and Rural Affairs (at the time of writing) made a statement in Parliament detailing that Schedule 3 of The Flood and Water Management ACT (FWMA) would be enacted.

The Act was initially proposed to be introduced into law in 2015/2016 following the original Act that achieved royal ascent in 2010, however this did not go as planned. Now that this announcement has been made, what does it mean?
